The table is on pages 672 and 673.    The table shows that above base 
vowel signs (i,ii,ai) should be entered before below base vowel signs 
(u,uu).

The attached graphic shows the display using Windows 7 Uniscribe. 
LibreOffice/HarfBuzz display is similar on the three fonts tested.

Here's the sample text used to make the graphic for anyone who likes to 
try things out for themselves:

      ရ ဲ ု     ရဲု    <U+101B, U+1032, U+102F>
