Thanks for the information.  I have now raised the HarfBuzz bug as
Issue 2392 (https://github.com/harfbuzz/harfbuzz/issues/2392) and have
made comment number 416 for the Microsoft typography Devanagari
specification, currently at
https://docs.microsoft.com/en-us/typography/script-development/devanagari .
