I may be completely wrong, but indeed, CLDR has a strong focus on user
interface languages. Maybe we need a new category of languages that is
below what's currently "minimal support" (or whatever it's called),
which would be used for languages where there's content but no need for
user interfaces. This category would mean that it would only cover data
for text layout,...
