That paper, Ugorji 2007, argues that the standard Igbo alphabet, the Onwu
alphabet, should be extended to accomodate Igbo variants or dialects and
has ẹ among other additions like ə, ṭ or ż that are not in the standard
Igbo alphabet.
The CLDR Igbo default exemplar character set should represent the current
standard Igbo alphabet.
If that character or others occur in Igbo documents but are not part of the
standard orthography, they should be in the auxiliary exemplar character
set.
