The entry in Alphabets of Africa (1993) (for Igbo) also does not have the
under-dotted < e >: https://www.sil.org/resources/archives/5133
The Igbo writing system (1961 by S. E. Onwu) as reported by Conrad Taylor
in Typesetting African Languages does not have under-dotted < e >
However it is argued for in this paper:
