Making proposal plans for the UCS for these constructed scripts on Omniglot and Provisionally Assigned Noto Font Ideas

Before writing the formal proposal(s) — which you will need to do for these to even be considered — can you briefly explain why these constructed scripts are “needed in the UCS”?

The bar is very high for encoding constructed scripts, especially recently invented scripts intended solely, or primarily, for constructed languages.

I’m not really sure what this sentence means.

Unicode does not make any proposals. They are submitted to Unicode (actually the Script Encoding Working Group) by individuals or groups.

The vast majority of the hundreds of scripts shown on Omniglot (other than adaptations of existing scripts, like “Cyrillic for Brazilian Portuguese”) will not ever be encoded in Unicode, nor should they be.

Constructed scripts can be assigned to code points in one of the three Unicode Private Use Areas, and fonts can be created to support those private encodings. That is what the Private Use Areas are for. There are many such fonts already; some of the best-known are Nishiki-teki, Catrinity, Constructium, Fairfax HD, and Code2000.
