Forever is a long time, so who's to say?  But you can be pretty sure 
that if the scope does change, it will change _in response_ to usage, 
and not _to promote_ it.  That's what happened with emoji: they were in 
wide use already, the concept of them being "plain text" was already in 
the community and in use among vendors, and Unicode followed along.  If 
you hope for the scope to expand, YOU have to expand it first.  The only 
time you can reasonably ask "can we expand the scope?" is when Unicode 
really has no choice but to say yes.

Go make the usage happen first.
