Here are all such documents I could find. For the most part it starts in
2008 and ends in 2013.

It looks like the Old Hungarian block had a rather tumultuous time getting
into Unicode, with multiple conflicting proposals, a whole ad-hoc group
being created, controversy over the name (which appears to continue into
the present day), etc.
