What about U+02D7 (modifier letter minus sign)?
If the TI-83 charset were to be mapped to Unicode (maybe it already is?), I think it would simply take advantage of the existing options:

˗23.45 (U+02D7 modifier letter minus)
-23.45 (U+002D hyphen minus)
−23.45 (U+2212 minus sign)
⁻23.45 (U+207B superscript minus)
﹣23.45 (U+FE63 small hyphen minus)

These all look distinct with my default font.
