I guess your browser doesn't support the full Unicode 9.0 UBA.
Emacs 25, for example, does TRT: I see
Japanese2 【Japanese1】
(flushed all the way to the right margin of the window), as expected.
P.S. I assume that by "RTL context" you mean right-to-left base
paragraph direction.
