Where are the tools to generate posix and json from cldr?

I had looked at that, and downloaded the latest data, and still could
not find the tools in it. One would think that the tools directory
contains it, and I did not look in every sub-directory in it, but none
looked likely. I then tried transforms, but came up empty there too.
