I don't know about that particular Serif software which may have limitations, but if a site is using Unicode UTF-8, there should be no problem creating a website in Hindi e.g. http://www.bbc.co.uk/hindi/ https://hi.wikipedia.org/ http://tehelkahindi.com/ http://www.webdunia.com/
