I wish I understood how CLDR uses the term "macrolanguage", because it
apparently has nothing to do with how ISO 639-3 or BCP 47 use it.

In BCP 47, neither 'bh' ("Bihari languages") nor 'bho' ("Bhojpuri") is a
macrolanguage, nor is either encompassed by one.
