I was working on http://unicode.org/cldr/trac/ticket/9258.

There are two languages there that we don't support (to, fo), so I changed
the test for now so that those are excluded. I think they are languages
that you have coverage for. If you want to add the data, I augmented the
tests to print out some information with failures so that it can be
gathered.
