Digging around in Trac, I see

-> http://unicode.org/cldr/trac/ticket/4370 "Clean up mentions of CLDR test
data" (CLDR 22)
-> has a comment "remove posix and test directories - update download page"
    but I don't see it mentioned on the CLDR 22 download page
