#9066: Territory code request for Abkhazia

I field this issue yesterday:

What criteria do you have for assigning codes to new territories? Should I
provide localization data now, and do you prefer to get a patch or just to
list up data in the issue summary?

Or should I first wait and see reaction on the issue?
