Interpretation of pi-LA (Pali as in Laos)

Am I right in thinking that a locale identifier such as pi-LA would be
highly unlikely to ever produce the correct script?

My understanding, which may very well be wrong, is that script
defaults just from language.  It seems highly unlikely that the default
script for Pali worldwide would be either Laoo (Lao script) or Lana
(Tai Tham script).
