That's an omission from 10.3.6
http://unicode.org/reports/tr35/tr35-general.html#Transform_Rules
:: [:Latin:] fullwidth-halfwidth ();
[:Latin:] is a filter. This has the effect of only applying the rule "
fullwidth-halfwidth" to characters matching [:Latin:]
The text discusses filters and rules, but not the combination. Can you
please file a ticket for this?
