Another Transform Rule Syntax Question

Hey cldr-users,

Could someone explain the meaning of the following transform rule?

:: [:Latin:] fullwidth-halfwidth ();

It looks like a named transform rule combined with a filter rule, but I
can't find any mention of this specific syntax in UTS 35.
