For what it's worth, BCP 47 says explicitly (Section 3.1.5) that
"'Description' fields don't necessarily represent the actual native name
of the item in the record, nor are any of the descriptions guaranteed to
be in any particular language (such as English or French, for example)."
 
Indeed, there are many Description fields in the Language Subtag
Registry, mostly for sign languages but some others as well, that are
very clearly not in English.
