This is no longer the case.
The draft has been updated to clearly point to the @missing
conventions. (Thanks to the participants in this discussion for
identifying the oversight).
The @missing conventions as such are not new, the only thing that is
being changed, as result of a very deliberate UTC decision is to make
the @missing convention correctly cover the few properties with
complex defaults.
