Yet how can I apply for removal of the ban of some new characters
that I have invented being discussed in this mailing list and for
removal of the ban of those new characters being put forward for
consideration by the Unicode Technical Committee? The ban was not
made by any committee or named official but has been acted upon as
if it had been.

<p>You may want to take note of the reasons given in the notice of
disapproval in that case "Lack of evidence of usage in published
literature, lack of organized community interest in its
standardization, ... question about its status ..."</p>
<p>Invented characters need to either show widespread use, or a well
organized community that is focused and in support of the proposal
to even be considered (among other things); in fact, one could
argue, if the inventor is the proposer, that immediately argues
against there being others with overwhelming interest.</p>
