I'm trying to understand the current versioning system and how it came into
being. AFAICT:
* Prior to version 5.2, minor versions were published as a delta of changes [1].
* Staring with 7.0, yearly releases switched to major updates to make
versions predictable [2].
However, 12.1 was released as a minor point release [3]. Is that
because it only changed a single character or is there a stricter
technical definition of minor versions somewhere?
Thank you,

About the only thing that you can rely on is
that there's no chance the future will be predictable.

The core spec (the "book") will only be
rev'd for major versions. A minor version skips that step. And
repertoire changes require at least a "minor" update. So,
anytime the repertoire changes, but there's no good reason to
reissue the core spec, there's a chance you'll see a minor
version.

Adding a script requires adding a chapter to
the core spec, so minor versions generally stay below that
threshold.

weird confluence of circumstances, the Consortium will meet the
situation, even if it means innovating,
