Please add a few blocks to Provisionally Assigned in Pipeline, Other Proposals, and Roadmap Ideas

Unicode is nowhere near needing more than the 17 planes it already has. And
what are these names? "Home Multilingual Plane"? I'd expect that to be
another name for plane 0, not plane 6.

Many of these scripts are already on the roadmap. Some of them we can find
no information on. It's no use adding scripts to the roadmap if we don't
even know how many characters they have or even if they are scripts at all.
