It seems what's needed is a "Proposal to update the representative glyph" 
to be submitted to the UTC. I've seen such proposals for regular 
characters, but not for an emoji. If someone is aware of one that Sai can 
use as a guide, and likewise, if anyone knows where exactly such a proposal 
should be filed, please let the group know.
