No proposal to encode any number of characters, one or a thousand, ever benefits from the argument that “there is plenty of space in Unicode.” Every proposal is accepted or rejected on its own merits. And that is as it should be.
I was certain there was an FAQ on the Unicode site about this, but I could not find one. If it has not yet been written, it should be; the topic does come up from time to time.
