Re-evaluate directionality of Arabic Forms-B characters

Greetings,

Reading Unicode Bidirectional Algorithm (https://www.unicode.org/reports/tr9/),
I was wondering about setting Arabic Presentation Forms-B as strong LTR
characters instead of RTL characters.

Reasons:

1. According to https://www.unicode.org/versions/Unicode6.0.0/: The presentation
   forms are present only for compatibility with older standards, and are not
   currently needed for coding text.

2. Forms-B characters are not used by GUI applications since they have their own
   lettershaping capabilities.

3. The only use case that is important is the support for Arabic in tty, old
   terminals, and terminals with no Bidi/lettershaping support. Programs (e.g:
   Vim, fribidi) in these terminals use Arabic Forms-B for applying
   lettershaping within TUI. And when those programs use Forms-B they assume they
   have the same directionality as LTR characters, please have a look on this discussion:
