You've repeated this, but still without explanation. I don't
understand what's so horrible about the C1 control approach.

The code points for C0 and C1 controls are (with a handful of
exceptions) specifically reserved in Unicode to allow systems to
assign meaning to them. ISO 2022 provides a standard way of
designating that meaning, ISO 10646 gives a brief nod to it, and a set
of controls for teletext is already registered and available for use.
As Harriet Riddle said, the solution already exists. What are the
negatives?
