Policy on the lifting of bans

Yet how can I apply for removal of the ban of some new characters that I 
have invented being discussed in this mailing list and for removal of 
the ban of those new characters being put forward for consideration by 
the Unicode Technical Committee? The ban was not made by any committee 
or named official but has been acted upon as if it had been.
