Well, if a shade of green is chosen now, then it will save problems 
arising later.

It would be so easy to just agree a colour now. Interoperability across 
platforms is important.

Returning to the encoding issue, how does one encode a green emoji 
astronaut, or is there no clarity in the rules and the question cannot 
be answered even by experts?

  The unicode document states “The color of the resulting image may not 
be exactly the same as the color square.”, so I don't think your worries 
hold up. Besides, the exact color for any emoji you pick are different 
between different vendors,
