Why do the Hebrew Alphabetic Presentation Forms Exist

The way I understand it, a lot of ext b (including the crazy/cursive ones like
𠆭𠇇𭁇𠍋𠪳𡆢𡦹𡧑𢀓𦹗𦮙𠄷𤕈𭍻𭚥𭥟) come from dictionaries that had cursive entries (for some unknown reason).
