Version linking?

I would like to know whether it is intended that Emoji version N will
be always targeted at Unicode version N + 5 and published in year N +
2012.

I did not find the question or answer at
http://unicode.org/faq/emoji_dingbats.html – hence asking here. I hope
I didn't miss something.
