Bit arithmetic on Unicode characters?

Well, "treacherous" is right. I'd hesitate to trust an algorithm to
recognize PLANCK CONSTANT as the character name that logically fits
between MATHEMATICAL ITALIC SMALL G and MATHEMATICAL ITALIC SMALL I.
