Emoji data in UCD xml ?

which has

Emoji_Presentation (EP)
● Non_Emoji (NE)
● Default_Text (DT)
● Default_Emoji (DE)
● NA

Why do we need both Non_Emoji and NA? Can't Non_Emoji be the default for
all code points that are not mentioned in the data?
