Missing Nenets letters?

shows two letters (’ and ”) in both versions of the Cyrillic Nenets
alphabet ("voiced taser”" and "unvoiced taser”") that don't seem to be
encoded as letters. Should they be encoded, or 2019 and 201D are good
enough?
