UAX 29 on empty strings

Hello,

Does UAX 29 have something to say about empty strings ?  

My understanding is that the empty string is the sequence "sot eot" so there's a single boundary position to evaluate the rules on and given the rules {GB,WB,SB}1, we need to report a boundary on that boundary position. 

Does that feel right ?
