How do I prevent Odia characters from combining

Use Zero-Width Non-Joiner (U+200C). If you insert this between the କ୍ 
and ଖ, it should prevent the combination: କ୍‌ଖ

Similarly for ଷ୍ଟାଡ଼ିୟମ୍‌ରେ.
