Hi Anish,
Thank you for sharing your list of expectations! I agree that several of your expectations ought to be fulfilled in 2018. There are several ways of achieving this, among which the most direct means are:
1) Conducting the research, analysis, and proposal development yourself
2) Funding those who are working on these projects
The Unicode Consortium itself does not actively propose new scripts, at least Indic ones. Such work is done by people like Michael Everson, Andrew West, and many others.
It is quite feasible to advance the encodings for several of the scripts you mention, but as with all projects in any industry, expectations must prostrate before the trinity of time, effort, and funding. :)
