Regarding display names for "America/Santa_Isabel" and "America/Tijuana" timezone.

Hi,

CLDR 33 declares "America/Santa_Isabel" timezone as an alias of 
"America/Tijuana" timezone. Ideally these two zones then should have 
same display names.

But "America/Tijuana" has been using  America_Pacific metazone and  
"America/Santa_Isabel" using Mexico_Northwest .(In Metazones.xml)
So, Both America_Pacific and Mexico_Northwest currently have different 
display names.

Is this a bug in CLDR data?
or am I missing something here?
