CLDR data freeze

The CLDR data for v34 is now frozen, so the remaining data bugs will be
pushed to a future release. For CLDR developers, this means that no further
data bugs should be made without agreement from the TC or in accordance
with the BRS checklist.

Note: this *doesn't* mean no changes to CLDR data before the release:

   1. There is a lot of processing of the data files remaining before alpha
   (currently scheduled for Sept 10)
   2. The data needs to be integrated into ICU and tested there.

So there will be changes resulting from that processing and will (very
likely) be fixes for problems found in that processing and in integration
into ICU.
