es-BO change default paper size from A4 to US-Letter

Hello,
default paper size in Bolivia is set to A4 but it is very difficult to
buy and almost nobody uses it. It is necesary to change default paper
size from A4 to US-Letter which is the de-facto standard.

We have oppened the ticket #11030
(https://unicode.org/cldr/trac/ticket/11030) which explains it better.
Plus there is https://unicode.org/cldr/trac/ticket/8310, and shows that
many countries in the region have US-Letter as default.

Can you help us?, Are there more references needed to accept the change?

This change will be very useful for our country, thanks in advance.
