Year error for 31.0.0 on downloads page

Hi,

Having just seen the release note for 31.0.1, I visited
http://cldr.unicode.org/index/downloads ... where 31.0.0 is listed as
having been released on 2016-03-20, instead of 2017-03-20.

Is this notification enough for someone with suitable permissions to get it
fixed, or should I file a bug instead?
