Where is the Kurdish locale?

​CLDR has Central Kurdish (ckb), but not Northern Kurdish (ku)​.

There is a ku.xml in the /seed/ directory but the data is not sufficient,
nor is it sufficiently validated, to warrant inclusion into the /common/
directory.
