character.jsp says that U+00E5 isUppercase

Happy monday and hello,

i stumbled over that on saturday while following Karl Williamson's
advise to deal with DerivedCoreProperties.txt (many thanks for
perl(1) again) and getting bored over that [1].
Shouldn't isUppercase map to

  D140 isUppercase(X):
  isUppercase(X) is true when toUppercase(Y) = Y.
